大家认为,当前水利战线的最大优势是已经建成了一批水利工程,最突出的问题是基建战线过长,基础工作和管理跟不上。根据中央在调整时期的八字方针,结合水利工作的实际情况,拟将过去提的“小型为主,配套为主,社队自办为主,加强管理,狠抓实效”的水利方针,改为“搞好续建配套,加强经营管理,狠抓工程实效;抓紧基础工作,提高科学水平,为今后发展做好准备”。根据这个精神,会议确定了调整时期的十二项任务:
