协商民主是20世纪90年代以来在西方政治学界兴起的一种民主理论。在中国地方实践中产生了不同协商民主的不同表现形式,推动着村民自治的进程。协商民主是一种程序性民主,浙江省衢州市在处理村级事务中总结了“民主决策五步法”,由于存在一些程序性问题制约着协商民主功能的发挥。要实现村民自治,必须重构村民决策的协商程序。
Deliberative democracy is a kind of democratic theory that has emerged in Western political science circles since the 1990s. In the local practice of China, different forms of representation of different consultative democracies have emerged, promoting the process of villager autonomy. Deliberative democracy is a kind of procedural democracy. Quzhou City, Zhejiang Province, summed up the “Five Steps in Democratic Decision Making” in handling village affairs. Due to some procedural problems, it restricts the functioning of deliberative democracy. In order to realize the autonomy of villagers, it is necessary to reconstruct the consultation process of villagers’ decision-making.
