一、自中央人民政府实施财经统一的决定后,国家财政收支接近平衡,全国物价日趋稳定,十二年来,由于通货膨胀痛苦引起的人民重物轻币的心理,已经开始有了转变;尤其在华东各省、市、县城区及交通发达的较大乡镇中,人民币已经广泛流通,人民币的信用已经提高和巩固了。但在农村及较偏僻的小集镇中,仍存在着以物易物和使用银元的现象。这种现象如不迅速消除,将阻滞城乡物资交流,妨碍城乡生产事业的恢复和发展。

However, there are still barter and use of silver dollars in rural areas and the more remote small towns. If this phenomenon is not promptly eliminated, the exchange of urban and rural materials will be blocked and the recovery and development of urban and rural production will be hindered.
