Under the auspices of the China Institute of Finance, the “10th Five-Year Plan” Seminar on Financial Development Strategy was held in Maoming, Guangdong Province from November 16 to 18, 2000. A total of more than 20 scholars and financial workers attended the seminar. We all believe that the preparation of China’s fiscal 15th Five-Year Plan requires special attention to the following issues: First, the adjustment and upgrading of economic structure.
