近年来,在国家经济转轨和企业转换经营机制过程中,许多企业根据自身实际,调整了内设教育机构和人员,深化企业教育改革,多种渠道、多种形式开展职工教育,并取得一定成效。但是,也有一些企业由于领导认识问题或生产经营一时困难,盲目撤消教育机构,遣散教学人员,减少职工教育经费,造成职工教育工作中断,也给企业长远发展带来不利影响。当前,亟需制定职工教育专门法规,明确在社会主义市场经济条件下企业开展职工教育的责任,规范企业教育行为,引导企业重视人力资源开发,使企业逐步走上依靠科技进步和提高劳动者素质的轨道。现将1994年全国职工教育统计结果通报如下。
