抗日战争期间,洛阳是国民党第一战区长官司令部和河南省政府所在地,是西北大后方的门户、南北战场的纽带、中国北方的抗日中心。为了更好地组织和领导豫西地区人民开展抗日游击斗争,中共中央在洛阳设立了八路军办事处和豫西省委。办事处与豫西省委在人员组成和工作开展中建立了密切的关系。八路军驻洛办事处是豫西省委的通讯联络机构,是豫西省委地下党组织的联系场所和接待站。
During the War of Resistance Against Japan, Luoyang was the seat of the chief commander of the Kuomintang’s First Theater and the seat of the Henan provincial government. It was the gateway to the rear of the Northwest Rear Area, the link between the North-South battlefield, and the anti-Japanese center in northern China. In order to better organize and lead the people in western Henan to carry out the anti-Japanese guerrilla campaign, the CPC Central Committee established the Eighth Route Army Office and the western Henan provincial party committee in Luoyang. The office has established close relations with the provincial party committee of Henan Province in the composition and work of the staff. The Eighth Route Army’s office in Luoyang is the communications and liaison office of the provincial party committee of western Henan Province and the place of contact and reception of the underground party organizations in the western Henan Provincial Party Committee.
