本文作者根据航天工程领域总体部工作的体会对建立总体设计部这样一个抓总协调机构的经验是否也适用于国民经济的管理这个问题进行了探讨。文章讨论了在国民经济领域中应用社会工程的必要性、可能性以及将这种可能性转变成现实性的条件。文章最后指出了当前成立国民经济总体部对我国社会主义建设在理论上和实践上的重要意义,并对该机构的具体组织结构提出了初步设想。
According to the experience of the general department in the field of aerospace engineering, the author of this article explores the issue of whether establishing such a general design department as a master coordination institution also applies to the management of the national economy. The article discusses the necessity and possibility of applying social engineering in the field of national economy and the conditions for turning this possibility into reality. Finally, the article points out the significance of the establishment of the general department of national economy in our country's socialist construction in theory and in practice, and puts forward the tentative plan for the specific organizational structure of the institution.
