重庆五大功能区域发展战略实施后,重庆市委四届三次全会提出,将构建奉节—巫山—巫溪—城口特色旅游经济带作为渝东北生态涵养发展区三大发展路径之一,这为渝东北生态旅游的发展带来契机。渝东北地区生态资源丰富,但其生态系统也极其脆弱,相关法律制度还不是很完善,立足实践,应从区域合作、管理体制、社区参与等方面健全完善渝东北地区生态旅游发展的法律措施,确保其健康有序发展。
