村级党组织是党在农村全部工作和战斗力的基础,是党联系和服务群众的桥梁和纽带,是党团结和带领群众建设社会主义新农村的战斗堡垒,是贯彻落实党的路线方针的组织者、推动者和实践者。农村村级党组织直接面对农民群众,其工作的对象和落脚点也是农民群众,抓住农民群众对村级党组织建设的意愿就抓住了农村党组织建设的关键点。当前,农民群众对村级党组织建设有五点意愿与期盼。
