河北省香河县境内有潮白河、北运河、引泃入潮、青龙湾河等,四面环河,八堤围绕。自1988年以来,全县人民在县委和县政府的领导下,大力开展农田水利基本建设,取得了明显效益。围绕抗旱保收,先后清挖渠道456条,动土506万m~3,使用劳动积累工352万个。1991年全县粮食平均亩产429kg、总产1.55亿kg,分别比1990年增长13％和14％,创历史最高水平。但是,由于水利工程老化失修,排灌渠道淤积严重,与抗大旱、除大涝、防大灾的标准相比,还有差距。县政府于2月召开县长办公会议。就春季农田水利基本建设进行专门研究,重新修订了实施方案。在去冬完成香五自流渠、梁务干渠下段等县办工程的基础上,今春重点清挖香绣渠中段,全长5630m。与此同时每个乡镇挖渠2条、每个村街清淤3条,县乡村三级渠道
