第一条为了贯彻落实全国、市、区科学技术大会精神,进一步实施“科教兴区”战略,提高我区企业的自主创新能力,鼓励和促进我区企业与高等院校、科研院所开展产学研合作,建立健全以企业为主体、市场为导向、产学研相结合的区域技术创新体系。根据《上海市青浦区人民政府关于实施<青浦区科技发展“十一五”规划>若干意见的通知》(青府发[2006]61号)的相关规定,特制定本办法。

The Measures are hereby formulated in accordance with the relevant provisions of the Notice of Shanghai Qingpu District People’s Government on Implementing Several Opinions of Qingpu District Science and Technology Development Eleventh Five-year Plan (No. Qingfu [2006] No. 61).
