党的十一届三中全会以来的15年,我国经济体制改革取得了举世瞩目的成就.农村联产承包责任制调动了广大农民的生产积极性,城市经济体制改革打破了计划经济条件下束缚生产力发展的条条框框,社会生产力得到了进一步解放,居民收入得到不同程度的提高,生活得到改善,储蓄逐年上升.新疆居民的收入、消费、储蓄水平15年来均有较大的提高,但区内南疆、北疆、东疆各地州的发展极不平衡,为摸清新疆不同类型地区居民收入、消费、储蓄的基本状况及其发展轨迹,掌握三者之间的规律性变化,合理引导消费、储蓄,我们选择了克州、吐鲁番、和田、克拉玛依为对象,开展了这项调查.
