清人高廷瑶《宦游纪略》中记有这样一则问答。巡抚钱培山向高廷瑶问官如何才为爱百姓,高廷瑶说:“必有一副爱之之心,必有一副爱之之力,无此心则抚摩噢咻(指关心百姓疾苦)无非沽名市惠(捞取实惠),是假之也,何有于民?有此心而才具精神不足赴所欲为(指躬行实践),亦徒虚此爱耳。故真爱百姓者,以实心行实政,废一不可也。”
