(一)基本情况: 三年来我們遵循着中央水利部的正確指示,根據當前治黄任務和根治黄河的需要,採取了恢復与發展的方針,恢復了舊站,建立了新站,充实了設備,培養了干部,增加了测驗項目,和测驗次數,在工作中改進了技術,提高了工作的质量和效率,加强了全河水文控制的作用,并保证了三年报汛任務的勝利完成,同时搜集了以往散置各地的黄河水文资料,並自一九五二年九月開始進行了全面整编,三年来從水情分析中使我们对黄河的了解也有所提高。在三年前我们接收了国民党反動派遗留下來的殘破不堪的十六个水文站和四個水位站,一九五○年恢
