为贯彻落实党的十六大提出的“二十一世纪头二十年,对我国来说,是一个必须紧紧抓住并且可以大有作为的重要战略机遇期”的重要精神,推动企业通过市场和政策引导,优化产品结构,提高规模效益,发展具有国际竞争力和可持续发展能力的大公司大企业集团,2002年12月22日,国内著名IT企业和本地化国际知名IT企业代表,在中国财政报社召开的“响应政府采购,珍视发展机遇”主题座谈会上,向全国IT优势企业发出如下倡议: 一、以“三个代表”重要思想为指导,既要充分认识政府采购对有助于实现国家的经济和社会发展政策目标,维护国家利益和社会公共利益,促进廉正建设的重大战略意义,又要紧紧抓住政府采购对民族产业民族企业和本地化国际企业带来的重要发展机遇;
