目前,在高等学校实行系主任负责制的体制下,对系党总支建设的研究,仍然是高校党建工作的一个重要课题。为此,笔者试从三个方面进行探讨。 一、组织设置与干部配备 高校各系的党组织设置,可根据党章有关规定和实际工作需要去考虑,一般情况下,有正式党员50人以上应成立党的总支委员会。但是有的学校的一些系,虽然正式党员没有达到规定的人数,只要能划分开若干个支部,也应该考虑建立党的总支委员会。 总支委员会干部的配备要本着精干、高效和有利
At present, under the system of the chief responsibility system in colleges and universities, the research on the construction of the general department of the party is still an important issue for the party building in colleges and universities.
