各省、自治区、直辖市、计划单列市财政厅(局):为加强对企业关闭破产中央财政补助资金的管理,确保职工安置及企业关闭破产工作的顺利进行,现将有关事项通知如下:一、确保资金专户存储、专款专用。中央财政拨付的企业关闭破产补助资金,要设立专户、独立核算。有条件的地区可以实行国库集中支付办法。任何单位和个人不得截留、挤占、挪用和浪费。二、严格用款审批程序,合理使用资金。建立用款审批制度,对补助资金的使用进行严格审查,用款严格按照国家的有关政策规定执行,不得擅自超出文件规定的范围,随意提高支出标准。支付补助资金
