一、为了克服当前困难,根据「发展生产劳资两利」的方针,在私营工商企业中便于劳资双方共同进行有关维持生产和改进生产业务渡过困难与职工待遇各项具体问题的协商起见,在劳资双方同意之下,得设立劳资协商会议的组织。二、劳资协商会议的组织,一般适用于雇用二十五人以上的私人工厂、商店,凡雇用二十五人以下者,得根据本通则精神与具体情况斟酌办理之;同时在同一产业或行业中,劳资双方均认为必要时,亦得设立该产业或行业的劳资协商会议。
