邓小平同志在南巡谈话中指出,改革也是解放生产力,要抓住时机,发展自己,力争我国经济每隔几年上一个新台阶。这一思想对于搞好国民经济建设,使我国进入发达国家行列,具有深远的战略意义。而要将国民经济搞上去,必须首先搞好大中型企业,提高大中型企业的经济效益。各级地方政府以及各个部门都要从实际出发,以经济建设为中心,更新观念,为搞好大中型企业创造良好的外部环境。
