9月上旬,国家建材局直属的天津、南京、成都三个甲级设计研究院和合肥水泥研究设计院、中国建材研究院设计所会集成都院,共同讨论编制低投资型1000t/d、2000t/d、4000t/d新型干法水泥生产线示范设计方案。这是五院在国家建材局领导下大力贯彻“低投资,国产化,上大改小”方针的一次联合行动。 以“低投资,国产化,上大改小”的方针实现发展,是我国水泥工业进入一定历史阶段必然产生的要求。我国水泥产量多年位居世界第一,然而产量的主体乃是立窑水泥。积极发展具有经济规模的新型干法水泥生产线,加快产品结构、技术结构、规模结构的调整,实现2000年旋窑水泥比例达到25%的目标,是水泥工业面临的历史性使命。但是近来新型干法水泥项目建设投资往往居高不下,严重影响企业经济效益,已成为制约水泥工业发展的突出矛盾。因此,国家建材局经过长期酝酿,确立了“低投资,国产化,上大改小”的发展方针,作为实现经济增长方式根本转变的重大措施和具体路子。国务院领导同志对此予以了明确肯定。
In early September, the three Grade A Design Research Institutes of Tianjin, Nanjing and Chengdu directly under the China National Building Material Administration and the Hefei Cement Research and Design Institute and the China Building Materials Research Institute Design Institute will be integrated to discuss the preparation of a low investment type of 1000t/d and 2000t. /d, 4000t/d demonstration design program for a new dry process cement production line. China’s cement production ranks first in the world for many years, but the main output is shaft kiln cement. Actively developing a new dry process cement production line with an economic scale, accelerating the adjustment of product structure, technical structure, and scale structure, and achieving the goal of 25% spinning kiln cement in 2000 is a historic mission facing the cement industry. However, investment in the construction of new dry cement projects has often remained high, which has seriously affected the economic efficiency of enterprises. It has become a prominent contradiction that restricts the development of the cement industry. Therefore, after a long period of brewing, the National Building Materials Bureau has established the development policy of “low investment, localization, and big change,” as a major measure and a concrete approach to the fundamental transformation of the economic growth mode. The leading comrades of the State Council gave a clear affirmation to this.
