U.S. Treasury Secretary Baker pointed out that the major debts of the third world have been exhausted by the long-term austerity. So he advocated “a combination of adjustment and growth.” He believes that the debtor countries can and should pay off the debt while seeking economic development. In order to achieve this, the following three conditions must be met: (1) capital outflows, which lead to the scarcity of scarce savings in developing countries, must be prevented; (2) the world economy must provide an external stimulus to growth; 3) Developing countries must make better use of available resources.
