为进一步贯彻《中华人民共和国工会法》和《河北省实施<中华人民共和国工会法>办法》,强化依法拨缴工会经费的法律意识,规范工会经费拨缴工作,落实《关于认真解决在贯彻执行<工会法>及相关法律法规中存在问题的意见》(承市办字[2004]74号文),加大全市工会组织建设和维护职工合法权益的力度。经请示市政府领导同意,决定从2005年1月1日起,在全市范围内实行工会经费(含工会筹备金)由各级地方税务机关代征。为确保此项工作落到实处,特制定如下实
In order to further implement the “Trade Unions Law of the People’s Republic of China” and the “Measures for the Implementation of the” Trade Unions Law of the People’s Republic of China “in Hebei Province, strengthen the legal awareness of allocating labor union funds in accordance with the law, standardize the appropriation of trade union funds, Opinions on Existing Problems in the Trade Union Law and Relevant Laws and Regulations ”(Chengshi Ban Zaizhi [2004] No. 74), and intensified the building of trade unions in the whole city and safeguarding the legitimate rights and interests of staff and workers. Upon the consent of the municipal government, the municipal government decided to impose trade union funds (including the union preparatory work) within the limits of the city on January 1, 2005 on behalf of local tax authorities at all levels. In order to ensure that this work is carried out, it is formulated as follows
