先贤们治国、治军,有“能攻心则反侧自消,不审势即宽严皆误”的经验总结。他们“攻心”和“宽”、“严”的实践,我们已无法看到,但以此遗训来治理企业,我们眼前就有一个很好的样板,这就是兰州炼油化工总厂油品储运厂。他们推行的“以人为本抓三基”和“自主管理”,开展“信得过”活动,颇有古人之风,深得“攻心”之要诀。他们的经验说明了,在社会主义现阶段的企业管理上宽严结合,充分调动职工的积极性,全心全意依靠工人阶级办好企业,具有十分积极的意义。
