根据山西省人民政府「关于加强领导农业生产大力做好春耕工作的指示」,今年全省农业生产要求在一九五三年的基础上,粮食增产百分之七;扩大棉田面积六十三万亩,增产百分之二十六点七,单位面积产量提高首分之六点六;油料作物面积扩大十万零四千亩,每亩平均增产百分之五点六;其它各项生产也要求有显著的增加。这是我们全省农村各级党政领导、全体农村干部和全省农民今年在农业生产方面的光荣而艰巨的任务。完成这一任务,无疑的,对支持国家社会主义工业化、促进农业社会主义改造,巩固工农联盟,是有极其重大的政治意义和经济意义的。从我省农业生产的任务看,谁都会明了:今年除继续努力普遍提高粮食、棉花、油料等作物的单位面积产量外,还必须按国家和全体人员的需要,有计划的扩大棉花、油料、春麦等作物的播种面积。这是一个新的任务。而这一任务能否完成,决定关键在于当前的春耕生产运动。
