国务院办公厅近日印发《关于进一步推进排污权有偿使用和交易试点工作的指导意见》,《意见》明确,到2017年,试点地区要基本建立排污权有偿使用和交易制度,试点工作基本完成。《意见》指出,排污权是指排污单位经核定、允许其排放污染物的种类和数量。2007年以来,国务院有关部门组织天津、河北、内蒙古等11个省(区、市)开展排污权有偿使用和交易试点,取得了一定进展。建立排污权有偿使用和交易制度,是我国环境资源领域一项重大的、基础性的机
The General Office of the State Council recently issued the Guiding Opinions on Further Pilot Experimental Work on Compensated Use and Trade of Emission Permits. The Opinions clarified that by 2017, the pilot areas should basically establish a system of paid use and trading of emission rights and the pilot work was basically completed. “Opinions” pointed out that the emission rights refers to the pollutant discharge unit approved, allowing the discharge of pollutants of the type and quantity. Since 2007, relevant departments of the State Council have organized pilot projects on paid use and trading of emission rights in 11 provinces (autonomous regions and municipalities) including Tianjin, Hebei and Inner Mongolia and made some progress. Establishing a system of paid use and trading of emission rights is a major and fundamental machine for China’s environmental resources.
