对初中升学体育考试的重要性和必要进行论述，提出实行初中升学考试体育制度，是贯彻德、智、体全面发展教育方针的必要手段，是落实《中国教育改革与发展纲要》、《全面健身计划纲要》、《学校体育工作条例》的具体措施，是促使应试教育向素质教育转轨，提高基础教育质量的有力对策。它不仅仅只是一项单纯的体育素质的考试，而是为适应我国21世纪经济建设对人才培养的需要。
The importance and necessity of entering the PE test in junior high school are discussed. It is suggested that the implementation of the PE system for junior high school entrance examination is an essential means to implement the education policy of moral, intellectual and physical development. It is also an important measure to implement the “Outline of Education Reform and Development in China” and “ Plan outline ”,“ school sports work regulations, ”the specific measures to promote the examination-oriented education to quality-oriented education, improve the quality of basic education and effective measures. It is not just a simple test of physical quality, but a need to adapt to the personnel training in the economic construction of our country in the 21st century.
