著名学者、中共中央党校教授王珏在日前召开的“当代企业改革论坛首届年会”上发言指出,当前国企改革的依靠力量不明确,培育改革利益主体已经成为国企改革的关键。 他说,只有在改革中得到最大利益者,才能成为改革的依靠力量,这已经从中国历史中得到检验。如改革之初,农村实行家庭联产承包责任制,正是贫穷农民从中得到了好处,坚定不移地参与和推动了家庭联产承包责任制在农村的施行。国企改革也不例外,必须培育其利益主体,即国有企业的经营者和生产者。必须依靠国有企业的广大职工,使他们在国企改革中得到实际利益,成为国企改革的依靠力量,充当国企改革的动力。要通过改革使国有企业中的广大职工成为持股者、投资者,从而成为企业的真正主人。培育国企改革利益主体的问题,有必要进行深入的探讨和研究。 王珏指出,按照现代企业制度方向改革国有企业尤其是国有
