In order to further promote the construction of democracy and legal system at the grass-roots level in rural areas, according to the Decision of the CPC Central Committee on Several Major Issues Concerning Agriculture and Rural Work and the Opinion of the CPC Hebei Provincial Committee on Implementing the Decision of the Central Government on Some Important Issues concerning Agriculture and Rural Work, And the Law of the People’s Republic of China on the Organization of Villagers Committees, we hereby submit the following opinions on the construction of the rural democracy and legal system in 1999.
