一吉林省是全国重点产粮区之一。近年来,随着粮食生产的发展,粮食生产和经营方面的问题以及由此而引出的财政乃至地方经济问题,愈来愈尖锐地显露出来。这些问题主要表现在:粮食增产与财政负担加重之间的矛盾,粮食增产与农民增收之间的矛盾,粮食生产再上新台阶与基础设施薄弱、服务体系不相适应之间的矛盾,粮食生产资金需求与产粮区财力投入不足之间的矛盾。(一)粮食产量增长与财政负担加重之间的矛盾
