从增量改革的角度来看,改革开放以来中国发生的最大变化之一,是私营经济的崛起和发展。国际经济增长研究中心主任巴列塔说,产生这一现象,最重要的是下述两方面因素共同作用:政府财政负担越来越重;私营经济能够提高效率,能以更低的成本生产出更高质量的产品。中国的实践正在证明这两个论断。还要补充第三点:私营经济正在创造越来越多的工作机会,缓解失业造成的巨大压力。这对于当前中国的社会稳定具有重大意义。
