面对迎面而来、强调“综合”特点的大交通体制,建设一支思想素质好、综合素质高、专业能力强的公路职工队伍成为摆在我们面前最最迫切的课题。本文从大交通体制改革的科学内涵以及新的变革中公路行业干部职工队伍所应具有的新特点入手,通过对我国公路事业和干部职工队伍现状的分析,提出了以软件为体,硬件为用,软硬兼顾的建设性思路。
