邓小平提出：“要进一步解决科研和经济结合问题”，“我们要以世界先进的科学技术成果作为我们发展的起点”，“引进技术改造企业，第一要学会，第二要提高创新”。从这里也可以看出，我们今后开展科学技术研究工作的侧重点应该是应用研究和技术开发两个方面，这是无需异议的?
