决策就是多方案择优。行政决策由于受各种因素的影响 ,执行过程中往往会出现这样或那样的不确定性因素 ,这就是行政决策风险。和其他决策及其风险不同的是 ,行政决策风险具有持久性、随机性、普遍性和可调性等特征。
