现行公务员退休保障制度建立于1978年,随着机关事业单位改革向纵深方向推进,这种带有强烈计划经济色彩的现收现付制单位保障模式暴露出一些深层次的问题,不再适应市场经济的发展要求。本文立足于机关事业单位的特殊性质,对公务员养老保障模式进行制度设计,以使该制度能够社会化,实现与企业养老保险制度的衔接。
