In early 2005, the Central Committee of the Communist Party of China promulgated the Outline for the Implementation of “Establishing and Perfecting the System of Punishing and Preventing Corruption, Equal Attention to Education, System and Supervision”. A basic spirit that runs through the outline is the prevention of corruption through the development of ideas and reform. The establishment of this line of thinking shows that our party has found a fundamental solution to the problem of corruption under the conditions of a socialist market economy. To speed up development is an important basic development to prevent corruption from the source is the top priority for governing and rejuvenating the country. This is the most important basic experience of our party. Numerous facts have proved that the settlement of all things in China depends ultimately on development and there is no substitute for combating corruption and building a clean government.
