核心出版社用来指导图书采购工作,可达到针对性、重点性采购的目的。在政府采购的大背景下,将核心出版社理论加以运用,对图书供应商从某种程度上起到事前控制、事后监督的作用。文章论述核心出版社理论应用到中文图书政府采购的必要性,梳理单独设立“核心出版社分包或标段”、评分标准中依据提供指定核心出版社的数量进行评分、招标文件中将核心出版社的到书率作为限定等3种核心出版社在中文图书政府采购的应用模式,在此基础上对每种模式进行阐述,并介绍在实际应用中的难点及应对措施。
