开展“三严三实”专题教育,既是一个发现不严不实问题的过程,更是一个解决不严不实问题的过程。“三严三实”专题教育决不是开开会、讲讲话,找找问题、写写总结就没事了,而是要瞄准问题,解决问题的。列出问题清单,找出解决路径,不等不拖、落细落小,从一个个具体问题改起、从一件件具体事情做起,集中整治、建章立制,解决一件、销号一件。如:群众反映最强烈的基层干部不作为、乱作为、贪腐以及执法不公等
