目的探讨第三方评估作为干预方式对改善城乡儿童保健服务效果的作用。方法利用第三方评估机构,对重庆某区城乡儿童保健服务利用情况进行连续评估,比较2012年与2013年的儿童保健服务效果及需方满意度的变化情况。结果新生儿访视比例、儿童免费疫苗接种比例、儿童体检比例有所上升,其中儿童免费疫苗接种比例差异有统计学意义(P<0.01),新生儿疾病筛查比例、健康档案建立比例、健康教育比例有所下降(P<0.05)。需方满意度变化差异无统计学意义。结论采用第三方评估方式,能够促进基层儿童保健服务的效果,对于加强基本公共卫生服务管理有推动作用。
Objective To explore the role of third party assessment as an intervention to improve the effectiveness of urban and rural children’s health services. Methods A third-party assessment agency was used to evaluate the utilization of child health services in urban and rural areas of Chongqing in a continuous way. The results of child health services in 2012 and 2013 and the satisfaction of demand-side providers were compared. Results The proportion of newborns visiting, the proportion of free vaccination of children and the proportion of children’s medical examinations increased. Among them, there was significant difference in the proportion of free vaccination among children (P <0.01), screening rate of newborn’s disease, proportion of healthy files, health The proportion of education decreased (P <0.05). There was no significant difference in satisfaction with demand side between the two groups. Conclusion The third-party evaluation method can promote the effect of primary child health care services, which can promote the management of basic public health services.
