《国家基本公共服务体系“十二五”规划》明确指出,要推进基本公共服务均等化,逐步缩小城乡区域间生活水平和公共服务的差距。这对缩小区域和城乡发展差距、促进社会公平公正、维护社会和谐安定、确保人民共享发展成果具有重要意义。近年来,我国在推进基本公共服务均等化方面取得了明显成效,但依然存在诸多问题。本文从阐述公共服务的内涵出发,基于我国城乡基本公共服务的现状,提出实现基本公共服务均等化的实现途径。
The “National Basic Public Service System” “Twelfth Five-Year Plan” clearly states that it is necessary to promote the equalization of basic public services and gradually narrow the gap between living standards and public services in urban and rural areas. This is of great significance to narrowing the gap between urban and rural development in the region, promoting social fairness and justice, maintaining social harmony and stability and ensuring that people share the fruits of development. In recent years, our country has made remarkable achievements in promoting the equalization of basic public services, but many problems still exist. Starting from the connotation of public service, based on the current situation of basic public service in urban and rural areas in our country, this paper puts forward the way to realize the equalization of basic public service.
