幾年來,我省農村優屬代耕工作,一般是採取先組織群众為烈軍屬代耕,事後分期清工結帐或實行齊工找補的辦法。隨着農村經濟的恢復與發展,少數地區先後实行了預收代耕工資的辦法,這樣不僅工作手續簡便易行,而且有效地解决了貧苦群众在春夏荒時期代耕與生產渡荒之間的矛盾,消除了某些群众怕多出工吃虧的顧慮,克服了過去代耕工作中某些被動與混亂現象,得到了群众與烈軍屬的一致擁護,這種辦法,今後应普遍推行。為此,特作如下指示:
