以人为本的人事管理,就是以人为中心、根本进行的管理。现代社会中,人是至关重要的因素。因此每一个管理者都必须将主要精力放在对人的管理上,都应该具备知人善任的素质。人是人事管理活动的中心。因此,真正的实现以人为本的人事管理,是决定组织存亡和组织目标能否实现的最重要的问题。本文通过对“以人为本”理念和管理理念内涵的追述,揭示了“以人为本”是人事管理的内在要求和根本属性,从而针对当前人事管理中存在的问题,提出了能够彰显“以人为本”基本理念的参考性人事管理模式。
