The construction of grassroots public cultural service system is related to the overall situation of the construction of public cultural service system in our country. During the 11th Five-Year Plan period, China basically completed the construction of hardware facilities for the public cultural service system. However, there are still many problems to be solved in some old areas, border areas, ethnic minority areas and economically underdeveloped areas, the construction and sharing of resources for public cultural services, and the construction of contingent of specialized personnel.
