1960年召开的中共中央军委扩大会议及其通过的《关于加强军队政治思想工作的决议》,在几乎整个六十年代和七十年代,与古田会议和《古田会议决议》相提并论,一度简称“两个决议”。足见其影响之大。这次会议通过的决议,自后“是我军前进道路上的一个新的里程碑”,可是,历史证明,它算不上是光辉的“里程碑”,而是军队政治工作在整体上从正确走向错误的转折点。为了彻底澄清那两个年代政治工作的种种是非,不能不对这次军委扩大会议及其决议详加研讨。
