利用生态服务价值理论和粮食安全模型,从县级层面对跨区域的农田生态补偿额度进行测算。研究发现:武汉城市圈48个县(市、区)有38个县(市区)应该支付生态补偿,为支付区。其中武昌区的支付量最大,达到6 825.78×104元,最小的是为崇阳县,应支付2.83×104元;其他10个县(市、区)应该获得生态补偿,为受偿区。受偿区中最大的是安陆市,受偿额为140.65×104元,最小的是汉南区,受偿额为5 954元。跨区域农田生态补偿转移支付的额度占到各自财政收入的比例为0.01%—4.71%不等,纳入生态补偿后的绿色财政收入排名较之前相比有一定幅度的变动。
Using the ecological service value theory and food security model, we estimate the amount of ecological compensation for farmland trans-regional from the county level. The study found that 38 counties (cities and districts) in 48 counties (cities and districts) of Wuhan urban agglomeration should pay ecological compensation as payment area. Wuchang District, where the largest payment, reaching 6 825.78 × 104 yuan, the smallest is Chongyang County, should pay 2.83 × 104 yuan; the other 10 counties (cities, districts) should receive ecological compensation for the compensation zone. The largest compensation area is Anlu City, the amount of 140.65 × 104 yuan compensation, the youngest is Hannan District, the amount of compensation was 5 954 yuan. The proportion of trans-regional farmland ecological compensation transfer payments accounts for 0.01% -4.71% of their respective fiscal revenues. The green fiscal revenue included in the ecological compensation rankings has a certain range of changes from the previous ones.
