目的在长沙市市委、市政府领导下,在卫生部门的具体组织下,积极调动民主党派等社会力量参与艾滋病综合防治工作,减缓甚至阻断艾滋病的迅速蔓延。方法组织医疗卫生机构专家中的民主党派调研艾滋病防治工作,撰写并通过市政协会议提交提案,引起市委、市政府主要领导的高度重视,根据市领导的重要批示,及时进行多部门协调、制定政策文件、有效解决艾滋病防治工作中存在的部门协作、政策不全、资金不足等问题。结果通过民主党派积极建言,政府对艾滋病防治工作更加重视,一系列艾滋病预防控制、职业暴露防护、经费保障等政策文件陆续出台,确保了艾滋病防治工作有章可循、经费到位、措施落实。全市各级政府艾滋病防治专项经费预算从2006年的326.81万元,增加至2009年的575.89万元,增长76.22%;艾滋病疫情从2006年前的年增长翻倍,下降至2009年的年增长仅20.51%,增长速度明显趋缓。结论要做好艾滋病防治工作,关键在于领导层的开发,在于领导的重视和支持,利用民主党派进言能达到事半功倍的效果。
Objectives Under the leadership of the municipal party committee and municipal government of Changsha City, under the concrete organization of the health department, social forces such as the democratic parties are actively mobilized to participate in the comprehensive AIDS prevention and control work, slowing down or even blocking the rapid spread of AIDS. Methods To organize the democratic parties in medical and health institutions to conduct AIDS prevention and control work and to write and submit proposals through the Municipal Political Consultative Conference to attract the leaders of the municipal party committee and municipal government to attach great importance to the development of policies in a timely manner in accordance with the important instructions of the municipal leaders. Documents, effectively solve the AIDS prevention and control work exists in the departmental collaboration, policy insufficiency, lack of funds and other issues. Results Through positive suggestions by democratic parties, the government places more emphasis on AIDS prevention and control work. A series of policy documents on AIDS prevention and control, occupational exposure protection and funding guarantee have been promulgated one after another to ensure that the work on AIDS prevention and control has rules and regulations in place and funds are in place and measures are implemented. The budget for AIDS prevention and treatment of all levels of government in the city increased from 3,668,100 yuan in 2006 to 5,758,900 yuan in 2009, an increase of 76.22%. The AIDS epidemic doubled from the annual growth before 2006 to the annual growth in 2009 only 20.51%, the growth rate slowed down significantly. Conclusion The key to AIDS prevention and control is to lay emphasis on the development of the leadership by focusing on and supporting the leadership and using the words of the democratic parties to achieve a multiplier effect.
