环境与发展是当今国际社会普遍关注的焦点问题,保护生态环境,实现可持续发展,直接关系到人类的生存和发展前途,林业在实现社会经济可持续发展中,始终处于优化环境与促进发展的基础和主体地位,发挥着无可替代的支撑和保障作用。要实现社会经济的可持续发展,必须首先实现林业的可持续发展,而森林覆盖率又是评价林业现状与发展水平的重要指标,并可以它为依据,制订林业发展规划计划。
