2014年上半年政府继续大力简政放权,鼓励非公有制经济和外资发挥更积极的作用,但非国有部门投资仍延续下行趋势,同比下降3.2个百分点,与政府的高预期形成反差。规模以上非国有工业企业增加值增速下行趋缓。非国有部门进出口增速同比下降明显。6月末小微企业贷款增速继续高于大型和中型企业。下半年最好的情况仍是“缓中趋稳”。
In the first half of 2014, the government continued to vigorously decentralize power and encourage the non-public ownership economy and foreign investment to play a more active role. However, non-state-owned sector investment continued the downward trend, down 3.2 percentage points from the same period of previous year, contradicting the government’s high expectations. The growth of the added value of non-state-owned industrial enterprises above designated size slowed down. The non-state-owned sector’s import and export growth rate dropped significantly year on year. By the end of June, the growth of small and micro enterprise loans continued to be higher than that of large and medium-sized enterprises. The best situation in the second half is still “moderate ease ”.
