据调查,在村民自治组织建设中还存在不少问题,主要是有法不依,有章不循,作风不民主。具体表现在:(1)自身建设疲软乏力,缺少凝聚力和号召力.约有5％至8％的村委会处于瘫痪或半瘫痪状态。(2)违法选举。在村委会换届中,指选派选的现象还时有发生,个别地方甚至出现了选上的人当不上,选不上的人却成了村委会成员的严重违法现象。
According to the survey, there are still many problems in the construction of villagers’ autonomous organizations, mainly due to the fact that they are not followed according to law, they are not followed in accordance with the rules, their style is not democratic.
