党的基层组织是党执政的组织基础。玉门市坚持“党要管党、从严治党”的方针,将党建工作责任制落实作为“牛鼻子”工程来抓,探索形成了责任明确、领导有力、运转有序、保障到位的工作机制,对党建工作改革创新起到了“龙头”带动作用。建立纵向到底、横向到边的党建工作责任机制,解决了“由谁抓”的问题。玉门市委去年年初研究出台了《关于加强党的基层组织建设的意见》,并配套制定了《玉门市党建工作责任制实施办法》,着力构建“大党建”工作格局。具体在4个层面上靠实了党建工作责任。一是靠实了市委的总揽全局责任。将市委常委会定期研究党建工作制度纳入市委工作规则,全年共召开专题常委会4次,分别研究了党建工作专项经费、加强基层组织建设等9个议题。二是靠实了领导干部的率先垂范责任。11个重点创新课题项目、35个党建示范点创建单位全部由市级党员领
