近年来,文化的“软实力”正越来越受到人们的关注。“软实力”(Soft Power)这一概念,是美国哈佛大学教授、前助理国务卿约瑟夫·奈在《美国定能领导世界吗》一书中首次提出来的。在科技发达、技术进步的当下,人们不难发现,国与国之间的竞争,最终会归结到文化竞争,文化竞争力弱,综合竞争能力就弱,文化竞争力强,综合竞争能力就强,并使国家在竞争中成为大赢家。这就是文化软实力的最高体现,也是终极体现。福建省计量科学研究院(以下简称“福建省计量院”)高度重视“文化”在本单位事业发展进程中的“软”作用和“硬”动力。
